The answer to this is yes.  You can always repair a percentage of the ships you lost in battle and it is free to do so…  Go to your spacedock and you will see what you can repair and how long it will take.  I suggest you always repair the ships because even if you do not want to build more of that type you can either recycle them for more raw materials or you can sell them at the auction if they are fairly good ships, or mall ships!  Also remember that there is only 10 slots for repair so if you suffered losses from a bunch of different ships they might be lost forever!

From the main screen, select Social »  Corps » My Corps » Territory.  Select the RP you want to send by clicking on the number of Fleets already at the RP (e.g.: 12/20).  This will bring up a dialog when you can select your fleets that are available and then you just click the “send” button and your fleets are instantly transported to the RP.  Note that you cannot send a fleet to an RP that way after it is in “War” mode…
